HISTORY
A criminal in the employ of the Penguin, Two-Ton offered $1,000.00 to unmask either of the captured heroes Batgirl III or Robin III to help build his reputation in the criminal underworld. Instead, the offer prompted the Penguin to start an auction for the right to do so. This delay in turn enabled the heroes to recover and escape.[1]
